This is due to the new CS 1.6 updates and we can't help you. Valve decided to update the security so no one except the trusted client(the player himself) is allowed to send commands.

Even if it wasn't for the update, you still won't get help because the plugin uses slowhacking in order to change the player's settings. Why should I be forced to have a vote command on my F8 key? I already have something else set there so this plugin will ruin that for me and I probably won't enter the server ever again - same goes for other people. You should look for an alternative way of voting, e.g. using the regular 1-9 slot keys.
In the future, please use more descriptive titles. I fixed it for you this time - use it as an example next time.
