Really? I make you a screenshot with a different font size on the same plugin. I saw it on another server and I didn't change my resolution:

The first one have the hud message up and the second one is down

HUD_USE_DHUD isn't for activating/deactivating the HUD. It's to tell the plugin whether to use HUD or DHUD messages in the HUD info.
HUD messages are smaller and DHUD messages are bigger like in the picture you posted.
If you set this option to 1, the font will be bigger.
These 2 are the only available HUD fonts/sizes in Counter-Strike. You can't set the font size manually. It's hardcoded in the game.
